What are the FTA UAE departments and roles?

How the FTA is organised
The Federal Tax Authority was established by Federal Decree-Law 13 of 2016. It is the federal body that administers and collects taxes in the UAE. The MoF sets tax policy. The FTA carries out the day-to-day administration.

The Board of Directors
The Board sets strategy, approves policies, and oversees performance. It is chaired by a UAE Cabinet member and includes representatives from the federal government. The Board does not deal with individual taxpayer cases.
The Director General
The Director General leads daily operations. This role signs off on key administrative decisions, represents the FTA in public, and coordinates with the MoF, the Central Bank, and other federal bodies.

Tax Policy and Legislation
This team drafts technical guidance, public clarifications, and input into Cabinet Decisions and Ministerial Decisions. Taxpayer Registration
Registration handles applications for Tax Registration Numbers (TRNs), VAT groups, corporate tax registrations, excise tax accounts, and amendments. It checks documents, issues TRNs, and manages deregistration. Most actions happen through the EmaraTax Portal.
Returns and Refunds
This department processes VAT returns, corporate tax returns, excise returns, and refund claims. VAT returns are due within 28 days of each period. Corporate tax returns are due within 9 months of the financial year end. The team also runs the tourist VAT refund scheme.
Tax Audit and Compliance
Audit teams review filings, request records, and run on-site or desk audits. They look at VAT, corporate tax, and excise. The Compliance unit identifies risk patterns and selects cases for review. If you receive an audit notice, this is the team you will deal with.
Enforcement and Collections
This team enforces assessments, applies administrative penalties, and recovers unpaid tax. Penalties for e-invoicing breaches under Cabinet Decision 106 of 2025 range from AED 2,500 to AED 50,000 per violation. Collections also handles instalment plans in approved cases.
Tax Disputes and Reconsiderations
If you disagree with an FTA decision, you can submit a reconsideration request within 40 business days. This unit reviews the case and issues a written decision. Further appeals go to the Tax Disputes Resolution Committee (TDRC) and, if needed, the federal courts.
Taxpayer Services and Communication

Information Technology and Digital Services

E-Invoicing Programme
The e-invoicing programme office works with the MoF on the UAE's Peppol 5-corner DCTCE (Decentralized Continuous Transaction Control and Exchange) model and the PINT AE format. They coordinate the pilot in Q2 2026 and the rollout that begins on January 1, 2027 for large taxpayers.
Corporate Services

How the FTA works with the Ministry of Finance
The MoF owns tax policy. The FTA owns tax administration. The MoF leads the e-invoicing programme jointly with the FTA. Federal Decree-Law 16 of 2024 and 17 of 2024 amended the VAT Law and Tax Procedures Law to support e-invoicing, and Ministerial Decisions 243 and 244 of 2025 set out the rules.

Accredited service providers
Under the e-invoicing model, businesses must appoint an accredited service provider (ASP) to send and receive e-invoices through the Peppol network. The MoF publishes the official ASP list. The deadline for Phase 1 taxpayers (AED 50 million revenue and above) to appoint an ASP is October 30, 2026.
